In March of 2009, the District of Columbia Office of Planning completed a Brookland/CUA Metro Station Small Area Plan. Click here, for a copy:
This Small Area Plan was developed for the purpose of guiding the growth, development, and revitalization of areas in the vicinity of the Brookland/CUA Metro Station. Development around Metro stations--or "transit-oriented development"--is a main policy objective of the District of Columbia's Office of Planning.
BNCA supports positive new development, businesses, and services which also preserve the character and liveability of our Brookland neighborhood. BNCA will consider Brookland development proposals case-by-case and will work to assure that the views of the community are represented in development decisions.
One of the first Brookland development proposals since the Office of Planning's completion of the Small Area Plan is a Planned Unit Development and Zoning Map Amendment put forward by a team from Horning Brothers, the Menkiti Group, and the Colonel Brooks Tavern -- 901 Monroe Street, LLC. 901 Monroe Street, LLC proposes to develop the block between 9th and 10th Streets, NE and Monroe and Lawrence Streets, NE where the Colonel Brooks Tavern and privately-owned homes are currently located. The development project they propose would consist of over 200 rental apartment units and ground-floor retail fronting on Monroe Street, NE. 901 Monroe Street, LLC is also requesting Zoning Commission approval of a change to the existing C-1 and R-2 zoning of the block to C-2-B zoning.
DOCUMENTS RELATED TO THE COLONEL BROOKS PROPOSED DEVELOPMENT
On November 16, 2010, the Colonel Brooks development team--901 Monroe St., LLC--filed an application with the DC Office of Zoning for approval of a consolidated Planned Unit Development (PUD) and zoning change for the property. The proposal has been assigned as Z.C. Case No. 10-28.

Click on "Zoning Case Search" on the right. Insert Search Term: 10-28, check Search by "ZC or BZA Case Number", hit "GO". Then, under "Search Results", click on "View Details". Then, click on "View Full Log" under "Case Documents" on the right.
The Zoning Commission met on March 14, 2011 and on July 25, 2011 to discuss Case No. 10-28.

On Thursday, January 19, 2012, the Zoning Commission held the start of its Public Hearing on Case No.10-28. The Commissioner's heard from the 901 Monroe Street, LLC development team, the DC Office of Planning, the DC Department of Transportation, the Brookland Neighborhood Civic Association, and a panel of individuals supporting the proejct. Not all who registered were able to testify because of the late hour. The Zoning Commission will continue the hearing on Thursday, February 2, 2012. The hearing will take place at 6:30 PM in the Jerrily R. Kress Memorial Hearing Room, 441 4th Street, N.W., Suite 220-S, Washington, D.C. 20001. Judiciary Square Metro station.
Advisory Neighborhood Commission views of the Case are given "great weight" by the Zoning Commission. Advisory Neighborhood Commission 5A did not appear at the hearing, but for a copy of their Resolution in Support of the proposed development and zoning map amendment, click here:
